2. Preparation of the “Safety Report”:

Our company is subject to the provisions of the “Regulation on the Prevention and Reduction of the Effects of Major Industrial Accidents,” last revised and published in the Official Gazette on March 2, 2019 (No. 30702) in accordance with Council Directive 2012/18/EU, known as the Seveso Directive.

The notification required under Article 7 of the regulation has been submitted via the BEKRA system of the Ministry of Environment, and our facility has been designated as an “Upper Tier” establishment. In compliance with Article 11, a “Safety Report” has been prepared.

3. Activities carried out at our facility:

Doktor Tarsa Tarım Sanayi Ticaret A.Ş. manufactures chemical and mineral fertilizers containing phosphate or potassium (e.g., nitrogen and phosphorus, or phosphorus and potassium) or all three nutrients (nitrogen, phosphorus, and potassium), including sodium nitrate-based fertilizers.

According to the Regulation on the Classification, Labeling, and Packaging of Substances and Mixtures published on December 11, 2013:

5. Actions to be taken in case of a major accident:

An Emergency Action Plan has been developed to address threats to human life, the environment, or property. The plan outlines response actions for various emergency scenarios, and in the event of a major accident, relevant authorities will be notified by designated personnel.

If a major industrial accident occurs and meets any of the criteria listed in Annex-6 of the Regulation, a report will be submitted to the Provincial Directorate of Environment, Urbanization and Climate Change and the Provincial Directorate of Disaster and Emergency.

SECTION 2

1. Information on potential industrial accidents at our facility:

The hazardous chemicals at our facility pose physical-chemical and health risks, particularly increasing the risk of fire. Risk assessments have been conducted, and additional precautions have been implemented to reduce risks to acceptable levels.

2. Managing and minimizing the effects of major industrial accidents:

A “Safety Management System” has been established to prevent major accidents and minimize harm to people and the environment. Doktor Tarsa considers health, safety, security, and environmental management as integral parts of its operations and adopts the following principles:

  • Compliance with applicable laws and international standards,
  • Raising awareness through continuous training,
  • Identifying hazards through risk assessments and taking necessary precautions,
  • Setting annual objectives and targets for both management and employees to continuously improve the system,
  • Ensuring maximum occupational health and safety, and using environmentally friendly technologies,
  • Developing, applying, and promoting environmental pollution prevention policies.

All necessary safety measures for controlling major accidents have been implemented. These include design compliance with standards, process control systems (safety valves, equipment, branches, etc.), alarms (pressure, etc.), physical protections (tanks, reactors, pools, dykes), and automated detection and extinguishing systems.

2.1 Emergency Action Plan at the Facility

An Emergency Action Plan has been developed for all types of emergencies, including major accidents. Regular drills are conducted under the supervision of fire departments, health institutions, and Occupational Health and Safety Units. Effective communication is maintained with fire and ambulance services during emergencies.

3. Cooperation with emergency service units:

To minimize damage from industrial accidents within and around the facility, cooperation is ensured with emergency service units.
